It would be helpful to describe here the typical process for requesting to be granted greater priviledges. If someone wishes to implement changes that they do not have permissions for, how should they:
Request changes from existing admins. Request to be made an expert/admin to allow them to implement the changes.

I think the primary way this is done is via discussion topics, either on the home page of base/domain itself or on the user page of one or more of the administrators. If that produces no response or it appears that the domain is abandoned, an appeal to the Metaweb staff can probably get a new set of administrators anointed.
Does that answer your question or were you asking that a description like this get added to the doc itself? I think some (all?) of the help/documentation is moving to a wiki, so anyone would be able to edit it.

Grrr. I got two errors before I was able to save my reply successfully, but apparently it was writing them all the while despite giving the 500 Internal Server Errors.
