Which property should it be under? "Governmental Jurisdiction" or "Country"?

I think you meant “type,” not “property”; that confused me for a bit. I think it should be under Governmental Jurisdiction; as per my post over on Government, smaller governments have forms of government as well.
What should this property be called? Operating document? Founding document? Charter? Constitution?

Actually the US Constitution has its own topic page (http://www.freebase.com/view/en/united_states_constitution). The Constitution topic is of type "Constitution", the first property of which is country. We'll take a look to see if that can be improved; suggestions are welcome!
