In the Sacred Band of Stepsons universe, Lemuria is everyplace it has ever been, contiguously present, simply out of phase with the rest of reality. Lemuria is one of the four metaphysical compass points of the Sacred Band of Stepsons universe: along with Meridian, Bandara, and City at the Edge of Time, it describes the boundaries of reality. Once a year, Lemuria allows a casting of lots for seven individuals who have a chance to change the fate of their societies. Before the Fall of Man and after, Lemuria has held out hope to humankind that fate can be kind and man can rise above his failings: once a year, for one night, this seems true. Tempus visits Lemuria on such a night and undertakes a quest at the end of which he and his sister-in-arms, Cime, inherit the care of Lemuria as its rulers. From there on, control of time and place is possible for Tempus as never before. With Cime, he reunites his Sacred Band and his 3rd Commando and creates a base of operations on Lemuria. From that island citadel and Pinnacle House, where Cime rules as Evening Star, Tempus is free to undertake what ventures he chooses in service to the celestial Balance, with all his best warriors by his side, none of them aging while in Lemuria's embrace.
