The name of New York, the city, is "New York", not "New York, NY" or "New York, New York".

Similarly, the name to assign to New York, the state, is "New York", not "New York, U.S.A." or "New York State" or "The State of New York".

Note: The program that tries to identify exceptions to this rule is pretty crude: it complains if the name contains a comma, or the word "of". So, you can expect to see allowable exceptions, like "Washington, D.C.". Please just mark them as "Allowed".
