When Lennier returns with proof that the Centauri Republic are behind the sneak attacks on shipping from many different worlds, the Interstellar Alliance holds a hearing to see Lennier's evidence. Centauri Ambassador Londo Mollari is locked out of the meeting; when it is over he enters the chamber and defends the Centauri, but is shocked when Lennier's visual evidence is shown, conclusively proving that Centauri warships have been attacking and destroying unarmed merchant and civilian ships. Hoping to prevent an all-out war between the Alliance and the Centauri, Alliance President John Sheridan orders a blockade of Centauri space; his hope is to prevent either the Centauri or Alliance warships from coming into contact and opening fire.
