Agnos was born in Springfield, Massachusetts. He earned a Bachelor of Arts degree from Bates College and a Master of Social Work from Florida State University. He moved to San Francisco in 1966 and went to work at the San Francisco Housing Authority as a social worker with senior populations. At that time, San Francisco’s senior housing was being built as high-rises that many believed left seniors disconnected from the community. Agnos learned through his involvement in challenging this policy that political decisions would shape the environment for poor and vulnerable people in ways that a social work career could not match.
