The first was the University of Puerto Rico. In 1996, the Government of Barbados asked for the administration to be transferred to Cable & Wireless (BARTEL) Ltd. By 2001 a Memorandum of Understanding was signed between the Government of Barbados and Cable & Wirless (Bartel) Ltd. and its sister company Cable & Wireless (BET) Ltd. for C&W; to continue to carry out administration of the ".bb" domains until the government selected alternate directives. Starting November 2007 it is administered by Telecoms Unit. Before Cable & Wireless (Barbados) Limited was the administering party.
The Government has indicated that the government's policy will be to maintain a semi-restricted domain. Legal issues are to be handled by the Corporate Affairs and Intellectual Property Office (CAIPO) arm of the Government.
