Cowan was a member of the Country Party of Australia central executive in 1952 - 1953 and 1958.
During the 1950s and 60s, he served as an Alderman on the Taree Shire Council and its successor the Taree Municipal Council.
In 1965, he was elected to the seat of Oxley in the New South Wales Legislative Assembly. He was elected six times, and served as Minister for Agriculture and Minister for Water Resources between 1975 and 1976.
