Braun was born Carol Elizabeth Moseley in Chicago, Illinois, and educated in the Chicago public school system. Her father, Joseph Moseley, was a law enforcement officer and her mother, Edna, was a medical technician. She graduated from the University of Illinois at Chicago in 1969 and earned a Juris Doctor degree from the University of Chicago in 1972.
