Phillips began his minor league career in 1995 with the Prince Albert Raiders of the Western Hockey League (WHL). He was selected to the Memorial Cup all-star team in 1996–97, and also helped the Lethbridge Hurricanes win a WHL championship. He also participated in the 1995 Canada Winter Games as the captain of the Alberta team. He was drafted first overall in the 1996 NHL Entry Draft by the Ottawa Senators, and won the 1996–97 Bill Hunter Memorial Trophy as the top defenceman in the WHL....
