When Phoebe and Paige are caught on tape using their powers, the Cleaners, who prevent the exposure of magic, cover up the situation by implicating Darryl as a murderer and sending him to death row. The sisters ask Gideon to call a council of Demons and Elders called the Tribunal, who oversee all magic to convince them that Darryl should be set free. Instead, the prosecutor, Barbas, turns the proceedings around and puts the sisters on trial for recklessly abusing their powers. Meanwhile, Leo and Chris work together to help free the sisters and Darryl and they finally discover that Barbas used a ghost to posses Inspector Sheridan. They bring her to the Tribunal and exorcise her, but Barbas turns the bulk of his accusation against Phoebe, who had recently been using potions to force premonitions.
