Prior to this, he had represented the same party at Federal level as a member for the Australian House of Representatives from November 2001 until November 2007, representing the Division of Solomon, Northern Territory.
Tollner was born in Biloela, Queensland, and worked as a manager before entering politics. He had previously made an attempt at entering Northern Territory politics, as an independent candidate for the Territory seat of Nelson at the 1997 election.
Tollner failed to retain his seat at the 2007 federal election, losing to Labor candidate Damian Hale by 196 votes.
Tollner then stood for and ultimately won the newly formed seat of Fong Lim in the 2008 Territory election for the Country Liberal Party.
