Banner was born in Jackson, Mississippi He was raised in the Virden Addition or Queens Area neighborhood of Jackson, Mississippi. Banner attended Northwest Jackson Middle School and is a graduate of Provine High School. Banner then attended Southern University in Baton Rouge, Louisiana, where he served as president of the Student Government Association and received a bachelor's degree in business. He attended the University of Maryland, Eastern Shore to pursue a master's degree in education.
