Moscow was born in New York City, the son of Patrice (née Sterner) and Jon Moscow. His mother's family is from Murray, Utah. Moscow attended Columbia University in New York, New York in the 1990s. In 1988, he played the young Josh Baskin in Big, and landed the role of David Jacobs in Newsies in 1992.
He is friends with Max Casella and Luke Edwards from the latter film. Moscow was engaged to actress Kerry Washington from October 2004 to March 2007. Also in 2007, the magazine Time Out New York reported Moscow's involvement in developing sustainable and economic housing in Harlem.
His younger brother, Lev—who was an extra in Newsies—is a history teacher at The Beacon School in New York City.
