David Onley was born in Midland, Ontario, and raised in West Hill on Orchard Park Drive in Scarborough, now part of Toronto. He was educated at the University of Toronto, graduating with a degree in political science.
Beginning at the age of three, Onley battled with polio, resulting in partial paralysis. However, as a result of extensive physical therapy, he regained the use of his hands and arms, and partial use of his legs.
