Kramer was born in Grand Rapids, Michigan on March 26, 1962, and attended the BFA program at the University of Alberta at Edmonton, which led to acting in the theater and some television and movie roles, as well as fight choreography. He moved to Los Angeles at the urging of his friend Gary Sandy.
In 1987, Kramer made his first acting debut in The Gunfighters. He also starred in 1990 film Quest for the Mighty Sword, remembered as a notably bad movie. He played Thor in the television movie The Incredible Hulk Returns.
