With mandatory water rationing during a drought eliminating the possibility of Hank watering his lawn, Hank switches to a low-flow toilet, with a lower tank capacity. However, it soon becomes evident that the new toilets actually waste water, as it takes as many as seven flushes to remove solid waste. When Hank seeks to replace the new toilet with another older, larger-tank-capacity model, he finds that Heimlich County has an ordinance which mandates use of the low-flow toilets.
