Moscone was born in San Francisco, California. His father was George Joseph Moscone, a prison guard, and his mother, Lena, was a homemaker.
Moscone attended St. Brigid's, and then St. Ignatius College Preparatory, where he was an all-city basketball star. ref name="sward98"/> He then attended University of the Pacific. While in college, Moscone befriended John L. Burton, who would later become a US Congressman.
