Bill becomes insulted that Hank has overlooked him, a career barber with the Army, while looking for a new barber. To soothe his friend's feelings, and figuring he can get another barber to correct any damage Bill does, Hank reluctantly agrees to let Bill cut and re-color his hair. To Hank's surprise, Bill does a "Jack-good" job on his hair and he insists on paying for the cut. As Bill does not have a normal fee, he submits the bill to the Army's accounting office; shortly afterwards, Hank receives an invoice for $900.
Outraged that the Army would charge so much, Hank calls his congressman, who initially sends a standard form...
