The story begins with a Cabinet minister Henry Danby being shot dead by an IRA gunman Billy Downes, who escapes to Belfast. As Danby was a friend of the Prime Minister a British Army officer Harry Brown is sent undercover into the Catholic community in Belfast to trace the killer and bring him to justice.
