Kohl was born and raised in Milwaukee, Wisconsin and is a product of public schools (Washington High School). He earned a bachelor's degree from the University of Wisconsin (now University of Wisconsin–Madison) in 1956 and a master's degree in business administration from Harvard University in 1958. While an undergraduate, he joined Pi Lambda Phi Fraternity. Between 1958 and 1964, Kohl was a member of the United States Army Reserve.
