The Award is a joint initiative of Dublin City Council (the municipal government of Dublin, Ireland) and the productivity improvement company IMPAC, and is administered by Dublin City Public Libraries.
The prize is open to novels written in any language and by authors of any nationality, provided the work has been published in English or English translation.
The year an award is given is post-dated by two years from the date of publication. Thus, to win an award in 2007, the work must have been published between 1 January 2005 and 31 December 2005. Or if it is an English translation, first published in its original language between 1 January 2001 and 31 December 2005, and first published in English translation between 1 January 2005 and 31 December 2005.
