Ryan's background is established in Patriot Games and Red Rabbit. Born in 1950, he is the son of Emmet William Ryan (1922-1974), a police homicide lieutenant and World War II veteran. The elder Ryan had served with the U.S. Army's 101st Airborne Division at the Battle of the Bulge. His mother Catherine Burke Ryan (1923-1974) was a nurse.
After graduating from Loyola High School in Towson, Maryland, Ryan attended Boston College, graduating with a bachelor's degree in Economics (strong minor in history) and a commission as a Second Lieutenant in the United States Marine Corps (via NROTC). While waiting for the Navy to assign him somewhere, he passes the Certified Public Accountant exam.
