Moran was born in Buffalo, New York and grew up in Natick, Massachusetts, a western suburb of Boston. He was a boxer. His brother, Brian Moran, is a former member of the Virginia House of Delegates and was an unsuccessful primary candidate for Governor of Virginia in the 2009 election.
He attended Marian High School in Framingham, Massachusetts before earning a B.A. in economics (1967) at the College of the Holy Cross, and a Master of Public Administration (1970) at the University of Pittsburgh.
