The city of Kawartha Lakes is a single-tier municipality in east-central Ontario, Canada. The main population centres are: The municipality was created in 2000 by the Progressive Conservative government of Ontario through the amalgamation of the constituent municipalities of the former Victoria County. This act was made by Ontario commissioner Kitchen, responding to a 2 - 3 vote by the Township of Emily to call the commissioner in to assist with the mismanagement of their landfill site.
