Powell was born in Suffolk, Virginia. He attended Washington and Lee University, earning both an undergraduate and a law degree from that university. He was elected president of student body as an undergraduate with the help of Mosby G. Perrow, Jr., and the two would later serve together on the Virginia State Board of Education in the 1960s.
