Born in Fairbanks, Alaska, she received a bachelor's degree from Beloit College in 1971. In 1975, she earned a master's degree in public policy administration from the University of Wisconsin–Madison. Planton moved to Chillicothe in June 1979 and the next year she began working in the Victim's Witness Program.
In 1989, Planton was elected to the Chillicothe city council from the city's third ward. She was elected to three terms on the council. In 1992, she was an unsuccessful candidate for county recorder of Ross County, Ohio. In 1995, the city council chose Planton to be the council's president.
