Driscoll was born in Grand Forks, North Dakota and is a 1989 graduate of Highline High School in Burien, Washington, where he served as student body president and editor of the school newspaper. He earned a Bachelor's degree in communications from Washington State University with a minor in philosophy and holds a Master of Arts degree in exegetical theology at Western Seminary, a school affiliated with the Conservative Baptist Association.
