Jenkins was born in Waterloo, Iowa and attended North High School.
Jenkins then attended the University of Nebraska-Omaha and as a sophomore he led the team with 36 receptions for 848 yards and eight touchdowns. After suffering a season ending knee injury in the opening game of the 1997 seasn, he returned in 1998, recording 66 receptions for 1,420 yards and 11 touchdowns.
