In the film, President Muffley is called to The Pentagon to discuss the unauthorised launching of a strike attack against the Soviet Union, and rather than commit to the attack, tries to deter the attack with the co-operation of Soviet Premier Dmitri Kisov via a hotline and the Russian Ambassador (Peter Bull).
Physically, and in demeanor, President Muffley is largely patterned after the 1952 and 1956 Democratic Presidential nominee Adlai Stevenson.
