McIntyre was born in Lumberton, North Carolina. He attended the University of North Carolina at Chapel Hill as a Morehead Scholar, where he graduated Phi Beta Kappa as a political science major in 1978 and received his Juris Doctor in 1981. McIntyre practiced as an attorney until his election to Congress. He also served on a variety of law and economics related councils in eastern North Carolina.
Originally elected in 1996, McIntyre serves on the House Agriculture Committee, where he is the Chairman of the Subcommittee on Specialty Crops, Rural Development and Foreign Agriculture, and the House Armed Services Committee.
