Clark was born in Gillingham where he was educated at Featherby Infants and Junior Schools and Gillingham Grammar School. He then studied for a BA Economics and Politics at Keele University in 1980 before completing a Diploma in Management Studies at the University of Derby in 1997.
From 1986 until 1997, he managed the TUC National Education Centre in North London.
He first won the seat in the 1997 general election, and had previously been involved with the AEEU and the TUC. He was a Gillingham Borough Councillor from 1982 until 1990, Labour Deputy Group Leader from 1983 until 1989 and Labour Group Leader from 1989 until 1990. In the most recent General election, Mr. Clark was returned with a very small majority of just 254 votes.
