Hodes was born in New York City. After graduating from The Collegiate School, he entered college and received his bachelor's degree from Dartmouth College in 1972 and his law degree from Boston College Law School in 1978. He worked under David Souter as Assistant Attorney General of New Hampshire from 1979 to 1982.
