Until February 2008, he was the Secretary of the Department of the Prime Minister and Cabinet (PM&C;), and as such was the nation's most senior public servant and a key adviser to the Prime Minister of Australia. Shergold earned a Bachelor of Arts (first-class) in politics and American studies from the University of Hull, and later a Master of Arts degree in American History from the University of Illinois at Chicago Circle and a Doctor of Philosophy from the London School of Economics. After moving to Australia, he became a lecturer in economics at the University of New South Wales in 1972. He was appointed as head of the university's economic history department in 1985.
