The office was instituted as the Governor of the RSFSR by the third Special Congress of People's Deputies of RSFSR on 4 April 1991. This was only possible following the reforms of the Soviet leader Mikhail Gorbachev who had become first and only President of the Soviet Union one year earlier, on 15 March 1990.
