Rahul N. Merchant is Fannie Mae's executive vice president and chief information officer (CIO). Reporting to the executive vice president and chief operating officer (COO), Merchant oversees all of the company's technology efforts and manages the employees in the CIO organization, which includes more than a third of the company's work force.
