Ramzi Saleh was born in Cairo, Egypt to a Palestinian father and an Egyptian mother. At the age of 10, his family moved to Saudi Arabia where he eventually began his football career. In his teens, Saleh played for Al-Ittihad at the youth level but eventually decided to move to the Gaza Strip in search of more consistent playing time at the senior level, signing with Shabab Jabalia in 1999. The following year, he was called up to the national team where he quickly became the undisputed number one, turning in several key saves.
