Scott was born in Washington, D.C. but grew up in Newport News, Virginia. He graduated from Harvard University with a political science degree and Boston College Law School with his Juris Doctor. From 1973 to 1991, Scott served as a lawyer at a private practice. He is also a former member of the National Guard and Army Reserve.
Scott is a member of Alpha Phi Alpha, the first intercollegiate Greek-letter fraternity established for African Americans.
