Rouge has been confirmed to have been created by Sonic Team USA. Details of whether her final design was originally going to look as it does is unknown, although Rouge was originally going to be called Nails the Bat, the name Rouge was chosen over Nails because "rouge" refers to "Jeweller's rouge", displaying Rouge's love for precious gems.
