Carter was born and raised in Paterson, New Jersey, the fourth of seven children. He acquired a criminal record that resulted in his being sentenced to a juvenile reformatory for assault and robbery shortly after his fourteenth birthday. Carter escaped from the reformatory in 1954 and joined the Army at age seventeen. A few months after completing infantry basic training at Fort Jackson, South Carolina, he was sent to West Germany, where he developed an interest in boxing.
