Scout (Bug Hall) admires the safety patrol, dreaming of becoming a member. However, his clumsy, bumbling, hazardous nature prevents him from doing so. He is shunned by the safety patrol, but due to a bizarre accident he became the next safety patrol member. Before he begins his first day on the safety patrol, his principal gets the school boundaries changed and Scout begins attending a new junior high. Again he attempts to join the school's safety patrol. Unbeknownest to him, the members of the safety patrol have actually formed a criminal gang conspiring with two members of the school's staff: Mrs. Day (Lainie Kazan) and Bert Miller (Curtis Armstrong)....
