She came to the town several years before when she found that the big city life (she had been an attorney in Los Angeles, California) was not to her liking and she was never really happy there. She drove for quite some time until she finally broke down in front of the Wheel Well Motel. She was fixed up by Doc Hudson and taken in by Flo. Sally then fell in love with the country and never left town.
