The son of John Miller, one of Pennsylvania's winningest high school basketball coaches, Miller was a star point guard under his father at Blackhawk High School in Chippewa Township, Beaver County, Pennsylvania. He had developed considerable ballhandling skills before that time and appeared on The Tonight Show Starring Johnny Carson when he was fourteen years old. He also would appear at NBA halftime shows dribbling five basketballs at a time.
In his junior year, he led Blackhawk to the 1986 Western Pennsylvania Interscholastic Athletic League (WPIAL) title, beating his former teammates on the Ellwood City team. In his senior year, while averaging 27 points and 11 assists per game, he would lead his Blackhawk Cougars to the 1987 WPIAL championship game and lose.
