They complain about the recent diplomatic incident at P'Jem, when the Andorians discovered a Vulcan listening post. Soval blames the discovery on the interference of Archer and the crew of the Enterprise. Forrest doesn't agree, claiming that the situation was volatile before Starfleet was involved.
