Fallon was born in Syracuse, New York. She was raised Catholic. She graduated from Le Moyne College in 1983. She made her television debut in an episode of The Golden Girls in 1990. Fallon is a member of the Atlantic Theater Company. She currently resides in Middletown Township, New Jersey. She has three children, Bernadette, Peter, and Sinead.
