The story opens in the Gotham Bay where fisherman discover to their horror that all the fish have been poisoned, giving them the grinning ghoulish visage of the Joker who recently escaped from Arkham Asylum. Batman confirms that they are not dangerous for people to consume, that the toxin only affects fish. The Joker's true plan is revealed when he and his sidekick Harley Quinn visit a government office to try to secure the rights to his "Joker Fish" so that he can make a fortune on the profits. When a lowly paper pusher tells him theres no way he can get the rights to a natural resource the Joker threatens him to change his mind or face death.
