Will Browning is a seventh grade student who keeps getting bad grades in his classes. His father says that if he doesn't improve soon, he will be spending the summer at Sparticus, a summer camp that will help him learn. To make up for the grades, he orders a science project from an organization called "Ocean Pups."
Two scientists, Victor and Conrad, who work there want to move out and work in a "real" lab. They make a break through when they create a process of cloning, they call "hyper-cloning", but when their cat escapes from its cage it accidentally knocks over the cloning formula, that spills all over a "Ocean Pups" kit. When they find out about Will ordering the kit, they decide to investigate and see what he's using it for....
