The plot involves the theft of taxpayer money to benefit the friends and family of local politicians in Northeastern Pennsylvania as well as marginally connected b-list Hollywood actors and their family members. Though never released theatrically, it was a minor success as of December 2009.
The film was partially funded by Lackawanna County, Pennsylvania, under the leadership of former commissioners Robert Cordaro (who was listed as Executive Producer) and A.J Munchak in 2006.
