The story begins with an old Norwegian woman, Helga, telling her grandson, Luke (Lucas in the Original book, names after Dahl's Norwegian Father), that witches make up a well-connected organisation whose goal is to wipe out every child. No motive is given, other than witches' abhorrence of children. Helga also explains how to recognise a witch, which is described as a difficult feat, and tells Luke a story about her childhood friend, Erica, a girl who fell victim to a witch and was never seen again.
