She was born in Adelaide, South Australia, and was educated at the University of South Australia. She was a nurse before entering politics. She was often distinguished in parliament by her wearing of a red-blue-yellow scarf, showing her support for the Adelaide Crows.
She first won her seat after defeating the sitting ALP member Peter Duncan in the 1996 Federal Election.
A poll by The Advertiser in August 2004 found her trailing ALP candidate Tony Zappia, the mayor of Salisbury 56-44 on a two party preferred basis. However in the election of 2004 she won the seat of Makin.
Draper did not recontest preselection for her seat in the 2007 election.
